UP Population Control Bill 2021:

The CM of Uttar Pradesh Yogi Adityanath government has prepared the draft of the UP Population Bill 2021 and uploaded it on the website and sought public opinion by July 19. In this draft, legal measures have been suggested for population control in Uttar Pradesh, under which parents with two or less children will be given all facilities, while parents with more than two children will be deprived of many facilities.

The Uttar Pradesh government will release its new population policy 2021-30 on World Population Day i.e. July 11. The new population policy of Uttar Pradesh is likely to focus on providing incentives to those people who will help the government in population control. The commission has uploaded the draft on its website http://upslc.upsdc.gov.in/  Public opinion on this draft has been sought till 19th July.

The key points proposed under the UP Population Bill 2021 are:

  • People having more than two children will not be provided any government jobs.

  • As per the new population policy, if the owner of the house is in a government job and undergoes sterilization, then it has been recommended to provide many facilities like additional increment, promotion, the exemption in government housing schemes, increasing the employer contribution in PF and if a couple with two children is given a government job. If you are not in a job, then it is proposed to provide water, electricity, house tax, home loan exemption, and other facilities to them.

  • Special provisions have been made for couples who have more than one marriage. If a person does more than one marriage and has more than two children including all the wives, then he will also be deprived of the facilities. At the same time, if a woman marries more than one and has more than two children from different husbands, then she will also not get the facilities.

  • As per the reports, the UP Population Bill 2021 will apply to men above the age of 21 and women above the age of 18 years.

  • A person having more than 2 children will have their Ration Card limited to up to 4 people, and he/she will not be provided any government subsidy. 

  • No restrictions will be imposed on the adoption of the third child.

  • If any woman gives birth to twins during her second pregnancy, after the implementation of this rule, she will be an exception.

  • People having more than two children won’t be able to contest for the Panchayat and Local body Elections.

  • Government employees will have to take an oath that they will comply with this rule.
